What to Expect Next with ALPA Representation

Inside the Certification Process for ALPA

Fellow Porter pilots,
 
As we shared with you on July 3, with the help of ALPA, we have submitted our application for certification to the Canada Industrial Relations Board (CIRB).

The CIRB is now going through the process of investigating the application. This process may include contacting Porter pilots who have signed a card to confirm its authenticity. Remember, even if you get a call--the cards are confidential and never shared with the Company.

While that investigation is taking place, we'd like to share some information with you on the next steps if--as we expect--the CIRB approves our application.

If the CIRB approves the application, we immediately become part of ALPA. But what exactly does that mean? What does our union look like?

Every pilot group in ALPA is governed by pilot representatives who make up the Master Executive Council (MEC), as outlined in ALPA’s Constitution & By-LawsThe Master Executive Council consists of the elected Local Executive Council reps (LECs), plus a chair, vice chair, and secretary-treasurer. The latter three positions are appointed by the LECs.

The MEC’s primary responsibilities include: determining its relationship with management, making decisions about its contract and bargaining goals, and establishing a pilot volunteer base to serve its members. ALPA assigns professional staff to work with and advise the local leaders, but elected pilot representatives make the final decisions. You’ll likely hear it often: ALPA is pilot led and staff supported.

The LECs work directly with the pilots in their local council. The LECs are the primary day-to-day contact for pilots. We are in the process of determining the initial structure of the Local Councils so as to provide representation to all pilots and bases. 
 
Until we can hold elections for our pilot representatives, ALPA will appoint an interim MEC for our bargaining unit. These leaders will all be Porter pilots. The interim MEC’s responsibilities are: 
  • Provide representation to the Porter pilots during the transition period. 
  • Facilitate the election of official pilot representatives within 90 days of certification. 
  • Encourage every Porter pilot to become an ALPA member. 
According to ALPA’s constitution, every member classified as "active and in good standing" will be able to vote in their LEC election. To participate in this process, it's important that you fill out a membership application or complete your member record as soon as possible after certification. 
 
If you haven’t yet signed a card, but would like to, you can still do so. Submitting a card prior to CIRB certification will grant you immediate ALPA membership upon approval of our application. This ensures you remain up to date throughout the entire process. Visit the Porter Pilots for Change ALPA Organizing Committee website to download a card, then fill it out and submit it to the address listed--or find one of us listed below to hand it to.
 
We will continue to provide more information in upcoming emails over the next couple weeks about what to expect when Porter joins ALPA.
