What to Expect Next with ALPA Porter Leadership Structure

Porter Pilots:

We’re eagerly awaiting the decision of the Canada Industrial Relations Board (CIRB), and we’re hearing from many of you who are just as excited. Thank you for reaching out for more information. We know this will be a major change for Porter pilots, especially as many of us will become members of a union for the very first time.

Last week we told you about the ALPA structure for our pilot group, with a Master Executive Council (MEC) and Local Executive Councils (LEC). For Porter, ALPA will establish three Local Councils, with the following structure:
  • LEC 272, representing pilots in Vancouver (YVR), Halifax (YHZ), and Thunder Bay (YQT). 
  • LEC 274, representing pilots in Ottawa (YOW) and Montreal (YUL).
  • LEC 276, representing pilots in Toronto Pearson (YYZ) and Billy Bishop (YTZ)
The structure includes a captain rep, first officer rep, and secretary-treasurer for each Local Council.

The Local Executive Council (LEC) represents their local pilots (the council), and consists of three positions: a chair, a vice chair, and a secretary-treasurer. 

ALPA will appoint your interim LEC reps and those interim reps will select the interim MEC officers. With ALPA support, your interim reps will conduct a membership drive for Porter pilots who did not fill out a card. Following that, we will hold a membership election for the pilots within the council to elect their local leadership.

Local Councils are the backbone of pilot representation. While the MEC Officers liaise between the company and the LECs, LECs work directly with the pilots in their local council. The LEC representatives are the primary contact for pilots for daily matters or when any issues arise.

Together, your LECs make up your Master Executive Council (MEC), the highest local governing body that addresses issues impacting the entire Porter pilot group.

The Master Executive Council is the governing body of our pilot group which oversees the advocacy of our collective interest. It acts as the primary voice for Porter pilots, representing our interests in negotiations, safety matters, and other issues. The MEC liaises with ALPA National, and is also responsible for the bargaining unit’s finances, its membership, and committees.

It is composed of the pilot representatives of all the Local Councils, PLUS three additional pilots who are elected by the LECs. These three pilots are the MEC officers: MEC chair, MEC vice chair, MEC secretary-treasurer.

We want to stress again: All these pilot leaders will be Porter pilots, elected by Porter pilots. According to ALPA’s Constitution, every member classified as "active and in good standing" will be able to vote and/or run in their LEC election. To participate in this process, it's important that you fill out a membership application or complete your member record as soon as possible after certification.

What if I didn’t sign a card but now want to join ALPA?

You can still sign a card! Submitting a card prior to CIRB certification will grant you immediate ALPA membership upon approval of our application. This ensures you remain up to date throughout the entire process. Visit the Porter Pilots for Change ALPA Organizing Committee website to download a card, then fill it out and submit it to the address listed--or find one of us listed below to hand it to.

For those who do not submit a card before the CIRB certifies ALPA as our representative, you can complete ALPA’s membership application to join the Association after certification.
